City capital improvements on Wednesday agenda

Capital improvement projects will be discussed by city council during a special meeting Wednesday evening.
The special meeting of the Del Rio City Council is open to the public and is scheduled to begin at 6 p.m. Wednesday in council chambers at City Hall, 109 W. Broadway St.
The review of the city’s planned capital improvements projects for the current fiscal year was originally scheduled for the Tuesday, June 22, meeting of the city council.
During that meeting, though, the council decided to wait to review the capital improvements plan until its two newest members – Mayor Roberto “Bobby” Fernandez and Councilman Alfredo “Fred” Contreras – took office.
During a special meeting Friday to canvass the results of the election that seated Fernandez and Contreras, a meeting at which the two men also were sworn in, the council approved a request by City Manager Frances Rodriguez for a special meeting to review the capital improvements plan.
In her memo requesting the special meeting, Rodriguez noted that during the meeting, staff will present information about the five-year capital improvement plan, which includes capital improvements planned in the current fiscal year. The current fiscal year, 2009-2010, began on Oct. 1, 2009, and will end Sept. 30, 2010.
Rodriguez’s memo also indicates city staff will review the city’s current and past bond rating and a resolution dealing with fund balance requirements.
Also on the agenda for the special meeting are a budget action plan for the proposed fiscal year 2010-2011 city budget and a review of city goals for the current fiscal year.
The council has already set two budget workshops to discuss the proposed city budget for the year ahead. Those two workshops will be held at 6 p.m. on Thursday, Aug. 5, and at 6 p.m. on Tuesday, Aug. 17.
Rodriguez said among the projects that will be discussed during Wednesday’s meeting are planned improvements to the water/wastewater distribution system lines, a study of the wastewater lift station elimination planned by the city, improvements and equipment for the Del Rio International Airport, funding for a fire truck and the local match funding needed for a proposed emergency operations center and the master drainage study.
Rodriguez said the projects to be discussed Wednesday are projects that are to be funded by certificates of obligation the city plans to issue this summer.
