Four join ranks of DR Police Department

Rolando Carbajal, Raymundo Mendoza Jr., Dionicio Treviño and Alexander Zubov are the newest members of the Del Rio Police Department following their graduation Friday from the DRPD Academy.

The four graduates were sworn in by DRPD Chief Waylon Bullard during their graduation ceremony, held in the Cottonwood Room in the Del Rio Civic Center Friday afternoon.

The new officers were congratulated by Val Verde County Sheriff Joe Frank Martinez, Del Rio Mayor Efrain Valdez and City Manager Frances Rodriguez, as well as a roomful of family members, friends, instructors and new police department colleagues.

Bullard, who served as the graduation speaker, noted that the Class of 2009 had a 100 percent pass rate on its first attempt at taking the state law enforcement licensing exam. Bullard credited the work of now- Capt. Mark Crosby, Sgt. Mike McClellan, the department's former and current training coordinators, and training instructor Senior Officer Robert Guzman for their hard work in preparing the cadets for the state test.

Bullard reminded the cadets that once they took the DRPD's oath of office, they would be bound by the department's new mission statement, vision statement, values statement and motto.

He urged the cadets to remember that “no one calls the police department because they are having a nice day” and to never forget that the job of a police officer is to protect and serve.

“Today, there is renewed honor, pride and recognition of the job that you do. Take your oaths seriously, so that the service and sacrifice of those who went before you was not in vain. You will not be entering this job for the money. Your reward will be public service to others, which is founded in integrity and character. These are the two most important traits you can have in your personal and professional life,” Bullard said.

Mendoza, who served as the class sergeant, also recognized the instructors who worked with the class, singling out DRPD Officer Esteban Valdez, who spent many hours of his off-duty time working with the cadets.

The new members of the DRPD also provided the News-Herald with brief biographical information:

Carbajal, 22, was born and raised in Del Rio. He is a 2005 graduate of Del Rio High School, and said he has been interested in being a police officer since he was a child. “I wanted to have a job that I could be proud of,” said Carbajal.

Carbajal, the son of Berta and Ricardo Carbajal of Del Rio. He and his wife Norma have an eight-month-old child.

Mendoza, 42, was born in Chicago, Ill. He said he moved to Texas in his teens and worked in the medical field as an anesthesia technician before deciding to focus on a career in law enforcement. “I feel that in this career I will still be helping people,” Mendoza said.

Mendoza and his wife have two children.

Treviño, 32, has worked as a jailer and for the Border Patrol. Born and raised in Del Rio, Treviño said, “I want to help the community by protecting and serving.”

Treviño and his wife Edith have three children, ages 8, 2 and 1 years of age. He is the son of Elizabeth Barrera Treviño and the late Dionicio Treviño.

Zuboz, 30, is a native of Russia who became a U.S. citizen last year. Prior to joining the Del Rio Police Department and entering the academy, he worked as a substitute teacher for the local public school district.

He and his wife Mary have a 12-year-old child.
