District approves retired/rehired plan

Needing to fill gaps in the district’s teaching field, the public school board opted to approve a plan to allow retired educators to return to the classroom full time.

During Monday’s San Felipe Del Rio Consolidated Independent School District Board of Trustees meeting the panel heard the second reading of a local policy that allows the district to contract retired teachers.

Retired teachers hired under the system would only be allowed to instruct in acute shortage areas, which include bilingual/English as a second language, math, science, foreign language and special education.

And, if a non-retired qualified candidate applies for the position, that applicant must be hired.

The board began looking at the option of hiring retired teachers to fill vacancies in July when district human resource director Dr. Patricia McNamara made a presentation for review. She said the issue had been brought to the board years before, but was never implemented.

Teachers hired under the program will be contracted at a rate based on years of service less all surcharges for health and retirement benefits if applicable.

By law, the district must pay a 12.98 percent surcharge to the state’s retirement fund, a fee interim superintendent Tommy Hall has said was meant to deter districts from rehiring retired teachers.

But, across the state teachers are in short supply with the implementation of the four-by-four requirement, which demands students graduating high school achieve four years of math and four years of science credits.

“This used to never be done, but with the shortages in math and science, it’s becoming more common,” said Hall during a previous meeting of the board.

Ultimately, the board said its goal is to replace any long-term substitutes within the district.
