Librarian on county agenda

Appointment of a new county librarian and discussion of library operations are among the items on a long agenda for county commissioners court Tuesday.

The meeting of the Val Verde County Commissioners Court is open to the public and is scheduled to begin at 9 a.m. Tuesday, Oct. 13, in the old county court-at-law building, 207 E. Losoya St.

After the meeting opens and the court hears from members of the public during its “Citizen's comments” section, Steve Moynihan, president of the Val Verde County Library advisory board, is on the agenda to make a report and suggest policies “to improve the operation of the library.”

Possible appointment of new county librarian won't be considered by the court until much later during its meeting.

That item, requested by Val Verde County Judge Mike L. Fernandez, is listed as “discussion and possible action on the appointment of Val Verde County librarian.”

The court during its first October meeting Tuesday will also hear a report from attorney Julie Balovich of Texas RioGrande Legal Aid Inc., on the county's first pro se divorce clinic.

63rd Judicial District Judge Henry Fernandez will ask the court to consider including court coordinator administrator Lucy T. Santos as an employee exempt from the county's recently-ordered time management reporting requirements.

County Court-At-Law Judge Sergio Gonzalez will request the same exemption for his court coordinator, Sandra Hernandez.

During its meeting Tuesday, the court also will hear a presentation from David Avalos of the Middle Rio Grande Development Council (MRGDC) on the State Energy Conservation Office (SECO) stimulus funding available to counties.

The court will discuss and possibly take action on a resolution accepting the energy efficiency and conservation block grant and on a resolution authorizing the county judge to submit an application for a solid waste management project to MRGDC in the amount of $20,000.

County Auditor Frank Lowe and Otila Gonzalez, administrative assistant to the county judge, will make a presentation to the court on meetings held by bond counsel and the engineers for the planned Del Rio Loop.

The court Tuesday is also expected to take action on the issuance, sale and delivery of combination limited tax and pass-through toll revenue bonds in support of the loop project.

The court will also consider a number of other resolutions, grants and a slate of personnel requests from county elected officials.

The court has also scheduled an executive session meeting with its legal counsel to discuss pending litigation and contemplated litigation and has scheduled an attorney/client consultation.
