Challenges and changes facing the city of Del Rio were discussed during a “Year in Review 2009” presented by City Manager Frances Rodriguez Thursday morning.

“It’s actually our way of saying that we are doing a lot of projects, because sometimes we have a problem communicating (that) with the public,” said Mayor Efrain Valdez as he welcomed those attending the event, which was open to the public.

Valdez laid praise at the feet of his fellow council members for working together to improve the city. He said although the council members don’t always agree, all work together in the best interests of the city.

The bulk of Thursday morning’s presentation was the “Year in Review 2009” given by City Manager Frances Rodriguez.

“Planning and preparing for the future in a financially sound manner is of extreme importance. That has been one of my major goals: to keep the city financially sound. Also of importance to me is to keep our community informed of what is being done at City Hall,” Rodriguez said.

Rodriguez began her presentation by introducing the department heads that work for her and by reiterating the nine city goals approved by the city council: protect and preserve Laughlin Air Force Base, complete and adopt amended new city ordinances, complete and adopt annexation plan, improve infrastructure, enhance quality of life, advance economic development, advance area-wide transportation needs, improve city facilities and department operations, and promote intergovernmental cooperation.

Rodriguez then made her way through a PowerPoint slide presentation to the group.

The city manager began her review of the city’s progress with a talk about the money and manpower spent to improve various parks around the city, focusing on the volunteer efforts to install playground equipment in those parks.

Rodriguez addressed partnerships with Laughlin Air Force Base in completing the Joint Land Use Study and in implementing the recommendations of that study and with Val Verde County in moving utilities for the county’s State Loop 79 project.

The city manager also said the city is working with its partners in Ciudad Acuña, Coah., Mexico, Del Rio’s sister city across the Rio Grande, on economic development and tourism projects, “allowing our marketing dollars and efforts to reach a much broader base.”

In that vein, Rodriguez also addressed the importance to Del Rio’s economic future of the proposed Ports-to-Plains corridor that, when it is completed, with stretch from the interior of the Canadian prairies across the central heartland of the United States and south into Mexico.

In that planned corridor, Del Rio will be the first port of entry into Mexico, Rodriguez said.
