Bullard new VVSO chief deputy

Today Waylon Bullard is a chief again, but this time it’s for the Val Verde County Sheriff’s Office.
Bullard went to work earlier this week as Val Verde County Sheriff Joe Frank Martinez’s new administrative chief deputy, succeeding former chief deputy Oscar Gonzalez.
Bullard, who served as the chief of the Del Rio Police Department from January 2005 until Dec. 4, 2009, said today he is happy to get back to work in law enforcement.
“I’m happy to be working again. I was not ready to resign, but after not working for two months, my wife and I both decided that if there was an opportunity, I should go back to work,” Bullard said. “This announcement (for the chief deputy position) came open and I filled out an application, went through the process at (the Texas) Workforce (Commission), interviewed for it, and then after the interview, about a week later, I got a phone call from the sheriff, who asked me if I still wanted the position, offered it to me, and I accepted.”
As the sheriff’s office new chief deputy/administration, Bullard said he is responsible for monitoring the sheriff’s office budget and all of the sheriff’s office grants.
“My job will include making sure all of the paperwork is done properly and procedures are followed, making sure that we stay within our budget and within the grant budgets, making sure all our i’s are dotted and our t’s are crossed,” Bullard said.
Bullard was appointed to the position of DRPD chief after a 30-year career in the Texas Department of Public Safety, a term that included supervising the man who is now his boss, Joe Frank Martinez.
“Joe Frank started working for narcotics as a trooper and was then promoted to sergeant investigator assigned here and also in Eagle Pass,” Bullard said. “Our working relationship then was really good. He worked very hard and made me look good, and now it’s my opportunity to work hard and make him look good.”
Bullard said he brings 41 years of law enforcement experience to his new position.
In addition to serving as the chief of the DRPD, Bullard also worked as lead officer for a private company that provides security at the federal district courthouse in Del Rio and as chief of the Ingleside Police Department.
Bullard retired from the DPS as a captain in 1998. An avid fisherman, Bullard and his wife Karla have lived in Del Rio since 1999.
