Roads, park renaming top council agenda

A street maintenance and reconstruction plan for the coming year, the renaming of a north side park and undisbursed hotel occupancy tax funds for the Val Verde County Historical Commission are among the items to be discussed by the city council when it meets Tuesday night.

The meeting of the Del Rio City Council is open to the public and is scheduled to begin at 6:30 p.m. Tuesday, July 13, in council chambers at City Hall, 109 W. Broadway St.

Tuesday night’s meeting kicks off with a lengthy “Visitors” agenda.

Assistant City Engineer Hector Canales is on the “Visitors” agenda to present the 2011 street maintenance and reconstruction plan.

Canales will present the plan at the end of the “Visitors” agenda, which also includes 13 other presentations.

At the top of the “Visitors” agenda, Mayor Roberto “Bobby” Fernandez and City Manager Frances Rodriguez are set to present plaques of appreciation for years of service to former Mayor Efrain Valdez and Councilman Claudio Sotelo.

Rodriguez is also on the “Visitors” agenda to introduce the new executive director of the chamber of commerce to the council and to present certificates of appreciation to donors for the city’s Purple Heart Monument.

Rodriguez and Civic Center Director Eva Escobar are set to present certificates of appreciation to donors for the city’s “Wall of Heroes,” and to city employees for their work on the installation of the Purple Heart Monument.

The council is also expected to hear presentations from Kelly Fetters on an ambulance subscription program membership, from Alfredo Santos on the 2010 U.S. Census, from Dr. Ronald Green on the water budget final analysis for the region and Salvador Mercado on the Qualia Loop project.

Also on the council’s “Visitors” agenda: Pecan Springs Estates homeowner Marcos Gonzalez is expected to address the council about a disputed water bill and related issues, Fernandez is expected to sign a proclamation for “Watch Your Car” month and Christine Foley, representing the U.S. Department of Agriculture, is expected to make a presentation on the Arundo wasp.

Following the visitor presentations, the council will consider ordinances adopting revisions to the city’s personnel policy manual and repealing the current tax abatement provisions for economic development in the city’s code of ordinances.

Tuesday night’s council meeting agenda also includes nine resolutions for accepting grants, appointing members to the Del Rio Planning and Zoning Commission and to the International Toll Bridge Board and executing a contract for the closure of three cells and an additional area at the city landfill.

Under the “Other Business” portion of the agenda, the council is expected to discuss undisbursed hotel occupancy tax funds for the Val Verde County Historical Commission, administrative performance evaluation forms for the city manager, city attorney, city secretary and city municipal court judge and the renaming of Buena Vista Park to Bill Jewell Park.

The council has also scheduled an executive session meeting to discuss pending litigation, possible litigation and legal matters with the city attorney.
