Man arrested after threat at IBWC

A man was arrested Monday afternoon after making claims that a water tower at an International Boundary and Water Commission housing area was tainted with gasoline.

Val Verde County Sheriff Joe Frank Martinez said this morning the man, identified as Jennings A. North, 64, walked into the International Boundary and Water Commission (IBWC) office near Amistad Dam shortly before 11:30 a.m. and claimed there would be an attack.
